A round-up of last week’s Havering Council Regulatory Services committee meeting:

The decision over whether a restaurant’s smoking shelter should be refused planning permission was postponed after councillors agreed they needed to look at the site and how the view from neighbouring houses would be impacted.

South Hornchurch ward councillors Rebecca Bennett (Conservative) and Denis Breading (Labour) respectively spoke for and against the plan, for the shelter at the Kusadasi Taverna in Rainham Road, Rainham.

During the discussion, an officer admitted that the council have no record of planning permission ever having been granted for the building itself, and so couldn’t say what conditions were attached to the original plans.

An application to allow newspaper deliveries to take place at a new Tesco from 5-7am was deferred.

Council officers wanted more time to look at the conditions surrounding the new store at Butts Green Road, Emerson Park.

A proposal to build a two storey side and rear extension for a house in Pettits Close, Romford, was refused unanimously.

The Noak Hill base of the Hindu Welfare Association of Essex can be extended.

Unanimous approval was given to its appeal for a single storey front extension to the School House Community Centre in Church Road.

A new boundary fence will be built at Coopers Company & Coborn School in St Mary’s Lane, Upminster.

Five new houses will be built on a former garage site in Hendon Road, Collier Row.

A former playground in Craven Gardens, Lodge Lane, Collier Row, can become four new houses after unanimous approval was given to the plan.
