Plans for part of shop to be converted into a fish and chips shop have been refused.
An application to make changes to a newsagents in Essex Gardens, in Emerson Park, was recommended for approval by council officers.
The plans was called in by Cllr Roger Ramsey over concerns for the loss of amenity, traffic noise, parking and odour and litter.
The council received 42 letters of objection from residents and three petitions over concerns for highway safety, congestion, smell, late night deliveries, and it being an unsuitable use in a residential area.
Cllr Roger Ramsey said: “There are very substantial objections from the residents. It opening until 11pm on Saturdays will cause noise nuisance and disturbance when the residents would not normally expect it.”
Cllr Steven Kelly on the regulatory services committee panel, said on Thursday: “It is near a very busy junction. It is a pinch point for the estate. This will act as a magnet and bring people into an area. It is in the wrong place.”
