A council dustcart and an ambulance run by a private firm collided on Pettits Lane yesterday.
About a dozen police officers were seen at the site of the incident, near the junction with the A12 Eastern Avenue, at around 1pm.
Police said they had been flagged down by a member of the public.
Contractor G4S confirmed the ambulance involved was one of theirs, and the London Ambulance Service said it was not out on a call on their behalf.
A Havering Council spokesman said it was a “very slight incident”, adding: “It was really very minor and no one was hurt.”
