Upminster Road North Rainham 411 new houses planned

Gladman Developments Ltd has submitted an outline planning application for the project which is proposed to take place on land off Upminster Road North.

The application proposes the construction of up to 411 new homes involving a mix of housing types, from first-time buyer homes to larger family properties.

A design and access statement describes the site as being in "a varied edge-of-settlement context," bordered by the Berwick Manor Hotel, other commercial uses, and existing housing including Lakeside.

Design documents describe the vision as “an attractive, welcoming and walkable new residential development with a strong sense of place that is well integrated with its surrounding landscape and built context".

The proposal has been designed to create a "sustainable, high-quality environment that integrates sensitively with its surroundings while supporting long-term ecological and recreational value".

Around half the site - 10.83 hectares - would be developed at a density of 38 homes per hectare, while the remaining 7.24 hectares would be set aside for green infrastructure and public open space.

Proposed features include a play area, mobility hub, and three sustainable drainage basins.

A new roundabout or ghost-island junction is also proposed in Upminster Road North to provide vehicle access.

Nearby landmarks include the Grade II-listed Berwick Manor Country Club, around 70 metres to the east, and Hornchurch Country Park, approximately 100 metres to the north-west.

The proposed development site also sits close to the Ingrebourne Marshes Site of Special Scientific Interest, with native woodland and scrub providing separation.

Berwick Manor Hotel, which is located next to the land, is set to have its premises license reviewed on August 6 following concerns of loud music and antisocial behaviour.

The design and access statement submitted by Gladman Developments argues that the scheme would deliver "a choice of housing to meet the needs of the area, whilst respecting and enhancing the site's environmental assets".

The developer says the aim is to reinforce the site's character, boost biodiversity, and provide "high quality, publicly available" green spaces for residents and the wider community.

A transport assessment concluded that the location is sustainable and that increased traffic would not breach planning policy thresholds for “severe” impact.

The site is served by bus routes including the 165, 287, and 652, which offer regular connections to Rainham, Barking, and Upminster town centres.

A 30-metre setback from Upminster Road North is proposed, with reinforced hedgerows and new woodland and meadow planting to soften the visual impact and create a "strong urban edge."

A "range of new habitats" are also planned to be introduced across the site "designed to enhance ecological value" and "provide opportunities for wildlife".

Havering Council is expected to make a decision on the proposal by October 10.

If approved, a formal planning application may follow.
