Plans have been submitted by agent Claire Ritchie on behalf of applicant David Stock for a proposed development within the entrance forecourt of Queen's Hospital.
The proposal includes a new "Marks & Spencer retail store, two flexible-use retail pods, relocation and enhancement of current fruit hut provision and creation of a small-scale market square environment".
According to a design and access statement, prepared by Sodexo Tech & Services, the proposal "responds to the needs of the large number of people who use Queen's Hospital on a daily basis".
The document reveals the proposed development would cost around £2million.
The planned new M&S retail unit, which would be 213 square metres in size, would provide "additional and familiar choice for patients, visitors and staff, as well as contributing to Sodexo's and the NHS trust's commitment to make healthier choice foods more widely available at the hospital".
The plans reveal the shop will not sell alcohol or cigarettes.
Two pop-up retail pods are planned with the aim to provide a "variety of local businesses an opportunity to rent a small space for a short time".
One of the two pods will have a selection of catering equipment in order to run a food outlet.
The other pod could be used for a "charity clothes shop / food bank / florist / craft pop-up".
A series of stainless-steel benches are also proposed.
Whilst this application only includes details of the M&S unit and "retail pods", it revealed "longer term improvement plans" including the removal of the existing Costcutter store which was described as "outdated" and "extremely limited in offer".
There are also plans to install a "refurbished restaurant" in the hospital.
"The refurbishment and enhancement" of the current Costa shop into an artisan coffee shop is also noted as a future development plan.
The design and access statement adds: "In addition to meeting the practical needs of the hospital users, the proposal will improve the organisation and visual quality of the entrance forecourt by replacing informal retail arrangements with a coherent and well-designed layout.
"The retail units are modest in scale and intended to serve the existing hospital users rather than function as a wider retail destination."
A decision is expected to be made on the proposal by Havering Council by June 12.
