The application will formally outline the replacement of Crowlands Heath Golf Course with more than 1,250 new homes and will be lodged after Easter, director of development firm Homes4Life Marc Pennick has confirmed.
Barking and Dagenham Council reconfirmed its approval of the sale of the site between Crow Lane and Wood Lane in Dagenham to Homes4Life in a cabinet meeting on Tuesday night (March 24).
Mr Pennick said: "I have listened to the community and local stakeholders and am grateful for all of the feedback and positive engagement from neighbours, but I accept that not everyone will be supporting my planning application.
"I’m delivering a development with something for everyone that generates much needed homes ranging from single occupancy to large family homes.
"More importantly 3/4 bed apartments and houses. These homes will be for local people having lived in the area for three years on the housing waiting list or work for the NHS.
"This will massively help drive down the cost of temporary accommodation."
A report previously presented to Havering Council said that 60 per cent of the homes would be social housing and 40pc for “key workers”, particularly NHS workers.
Mr Pennick added: "I want to open up this underused ex-landfill site that is currently being run as a nine-hole golf course.
"The privately owned golf course isn’t sustainable and the numbers prove this.
"My plans will hugely increase the number of people able to enjoy large open public parkland with numerous activities on offer.
"Safe running paths, paddle courts, multipurpose sports facilities, community centre, retail, kids play areas and cycle routes and a new bus connectivity."
In January, representatives from Homes4Life including Mr Pennick presented the proposal to the Havering Council strategic planning committee but they were met with backlash from Councillor Viddy Persaud.
She said she "objects" to the proposal and claimed she had seen an "overwhelming response" from residents with a similar view.
Cllr Timothy Ryan, also a Rush Green and Crowlands ward councillor, added that he too was "very deeply concerned" about potential problems with traffic and local wildlife.
Mr Pennick said the development would be run by an "experienced on site management company" who will run a day to day operation.
He added: "With spring upon us and families looking for safe, clean and outdoor space to connect with each other this would be the destination and a wonderful place to live as well.
"This development would deliver homes for the young, families and the vulnerable that all integrate together."
