Plans were submitted to Barking and Dagenham Council by applicant ArRabia Foundation and agent PPM Planning Limited to change the use of the post office at 279 Wood Lane to a mosque and community centre.
The proposal was made official on March 11 and according to an accompanying document, "seeks to introduce a community-focused use that responds to local need".
The space would be used for prayer, small gatherings, learning activities and community programmes serving children, families, older residents, and local groups.
The application also proposes the erection of a single-storey, rear outbuilding to provide toilet and washing facilities.
The extension is "essential to support the proposed place of worship - mosque and community use" and to ensure "inclusive and safe" operation of the facility.
Submitted alongside the application is a redacted letter from the postmaster of the Wood Lane branch.
The author said they have held the role since October 1998 and are responsible for the operation of the post office and associated retail business.
The letter says: "I have been attempting to sell the business as a going concern for approximately three years."
In June 2023, BTC Commercial Group marketed the property for 19 months but only generated 14 expressions of interest and none of which developed into a sale.
In January 2025, Victor Michael Estate Agents marketed the property but it remains unsold.
The letter continues: "However, I now have a viable buyer - ArRabia Foundation, who are in a position to complete the purchase, and I am very keen to sell the property to them."
No external amplification, public address systems, or outdoor congregation areas are proposed, according to a planning document.
The mosque and community centre would operate during "reasonable daytime and early evening hours" with "no significant increase in footfall".
A separate planning document says the opening hours will be 7am-10pm all week.
The site will have a capacity of up to 70 visitors "although it should be noted other than the first Friday prayer session, the majority of sessions within the building will be in the region of 35".
There is not a clear date for when a decision is expected to be made on the proposal by the council.
