Romford's town centre and one of its shopping centres could be set for major changes in light of plans for a 1,000 home redevelopment.

The owner of The Liberty Shopping Centre, Redical Ltd, has appeared on Havering Council's planning portal this week.

It comes as the company has entered a request to obtain a screening opinion in connection to prospective plans for the shopping centre that could see 1,000 new homes built in the town centre.

Screening opinions are requested prior to a formal planning bid being entered, allowing the applicant to confirm if their proposal requires an environmental impact assessment (EIA).

According to documents accompanying the request, future plans could be submitted for the "redevelopment of the site of up to 1,000 residential units, with 10,350m2 (GIA) of additional commercial space, with public realm improvements and associated landscaping and provision of blue badge parking".

Trium Environmental Consulting LLP has written on behalf of Redical Ltd that the plans would "retain and enhance the main core of the existing Liberty Shopping Centre".

This redevelopment would see the site split into three plots, with partial demolition of the existing structures planned for Plot 1.

A detailed description of plans for Plot 1 has been put forward, revealing the potential for three blocks, A through C, to be built within the plot comprising of around 399 residential units.

New public space would be built totalling 1,870sqm, with 1,160sqm of public realm improvements to the ground floor.

Around 145 residential units are planned for Plot 2 located in the north parcel of the site, with 128 planned for Plot 3 to the west.

The properties are expected to be proposed to be spread across two to three residential buildings.

Alongside plans for 10,350m2 (GIA) of additional commercial space, the redevelopment would result in an overall net loss of commercial and retail floor space of 8,648sqm, just over two acres.

Remaining commercial and retail space will be "upgraded".

Concerns around local healthcare have also been addressed, with the company suggesting the re-provision of a healthcare facility if future plans are approved.

Within the screening opinion request, Inhealth clinic is noted as operating within the site.

The document reads: "It is anticipated that this clinic or an equivalent facility would be re-provided onsite within the proposed development.

"With this understanding of the services provided on-site and the likelihood that these would be lost only temporarily (or not at all depending on the nature of a phased construction plan), alterations to this facility are unlikely to result in significant effects on the provision of local healthcare services."

A decision is set to be made on October 15 as to whether the plans require an environmental impact assessment.
