Housing developer Stonebond wants permission to build 38 homes on land east of Alexander Lane.
But planning committee members say they have not received enough evidence that all options were analysed before final plans for a crossing on Alexander Lane were drawn up.
Stonebond plan to improve pathways and line of sight on what has been described as a chicane by clearing vegetation.
Committee chairman Councillor Phil Mynott said he disagreed with Essex highways officers who have said they have no safety concerns about the location of the pedestrian crossing.
Councillor Mynott said: “It doesn’t feel like this location for a crossing in Alexander Lane is a sensible location for a crossing.
“But throughout any of the discussions that took place, it doesn’t seem to be the case that anybody looked at that and thought there is a significant issue here. Let’s come up with a really good solution.
“As members, we’re in a situation where a discussion has taken place between professionals on the traffic issues in Alexander Lane, and that has obviously included a discussion about where the best place for a crossing would be.
"No members of this committee have had the opportunity to see the detail of that and I think that’s certainly causing a problem because if members of this committee could see that other various options had been looked at and could see what the problems with the other options were and could see that this was the best of the options which were available, that might change things. We certainly haven’t had that information yet.”
The decision comes after the committee in October decided to defer the item, minded to refuse, requesting additional information on highway access and safety concerns relating to footpaths and the width of the carriageway on Alexander Lane, lack of parking provision, biodiversity and a departure from the affordable housing policy.
The development is part of wider plans by several developers to build around 825 homes on land known as Officers’ Meadow. That wider development will provide a new primary school, nursery and a 60-bed residential care home.
