Havering Council has been accused of ignoring an agreement to look at different options for developing the site of a demolished hall in Upminster.

Sale of the former Old Windmill Hall site on St Mary’s Lane was agreed by finance chief Cllr Roger Ramsey on December 20.

In October 2011, the cabinet had agreed to commission a report as to the available future options of the site, but this wasn’t produced before the December decision.

The Residents’ Association group on the council have called-in the decision to a special meeting of the council’s Value Overview and Scrutiny Committee on Thursday next week.

Cllr Linda Hawthorn (Upminster, Residents’ Associatoin) said: “This decision shows a blatant disregard for local residents, community groups, councillors and even the decisions of their own cabinet.

“There are many other options available that would enhance this piece of land for community use rather than selling it off to the highest bidder.

“For example, options around a sculptured or sensory garden, additional capacity for the New Windmill Hall and a host of other ideas have not even been considered.

She added: “We work closely with the Friends of Upminster Park, local residents and the wider community and take care to listen to their suggestions and concerns. Clearly this is something the conservative controlled administration fail to do at every turn.”

Cllr Roger Ramsey, cabinet member for value, said: “The decision to sell the land was discussed at the cabinet meeting in October 2011 and an executive decision was made in December 2012.

“We are aware of the views expressed and they will be considered by the Overview and Scrutiny Committee for Value on January 17.”
